Bell enjoyed his best statistical season to date in 2019, finishing 6th among fantasy DBs despite missing 3 games. Part of it was luck: 5 fumble recoveries, 1 return for a TD, plus his 1st career INT. But Bell also saw career-high playing time.
The Bengals clearly liked what they saw in his final Saints season. They signed him to a 3-year deal in free agency despite already having Shawn Williams at SS. The team has indicated Bell will take over that spot, which has afforded Williams 80+ solos each of the past 2 seasons.
Bell presents positional versatility but has yet to display the coverage-stat upside he boasted in college (15 passes defensed, 8 INTs over his final 2 seasons at Ohio State). He also hasn't wowed as a player overall, which is why New Orleans let him walk and then signed an older, more-expensive replacement in Malcolm Jenkins.
But that doesn't really matter. Cincinnati wanted him and slots him into what has been a fantasy-friendly role. Expect Bell to deliver at least DB2-level production.
